Job Summary:
The Shelter Program Manager will play a pivotal role in overseeing the services and operations of the emergency shelter program. This position requires strong leadership skills to effectively develop processes and procedures, ensuring the health, safety, and well-being of individuals within the shelter. The Program Manager will provide supervision to a team of direct service workers and case managers, while also conducting outreach and coordinating referrals to connect youth with housing and essential resources. The ideal candidate will have a solid understanding of providing direct services to at-risk populations, with a focus on trauma-informed care. Knowledge or experience related to transitional aged youth experiencing homelessness is a plus.
Responsibilities:
1. Team Supervision and Support:
- Provide supportive supervision to a team of direct service workers, ensuring the provision of high-quality services to youth in emergency housing.
- Review documentation, including case management notes and service plans, to ensure accuracy and compliance with standards.
- Conduct regular case consultations to monitor safety and progress towards housing and service plan goals.
2. Program Operations and Coordination:
- Oversee the administrative aspects of the emergency shelter program, ensuring successful implementation, coordination of services, and achievement of program performance measures.
- Coordinate maintenance needs and serve as the primary point of contact with site staff, resolving programmatic and site-related issues.
- Ensure the safety and cleanliness of the shelter sites, conducting regular inspections and addressing any concerns promptly.
3. Outreach, Referrals, and Resource Coordination:
- Conduct outreach efforts and collaborate with case managers to triage referrals, ensuring timely and appropriate support for clients.
- Assist case managers with move-ins and exits, providing guidance and support throughout the process.
- Establish and maintain partnerships with external agencies to support effective programming and referral processes.
4. Training and Development:
- Provide training, coaching, professional development, and evaluation for staff, fostering a culture of continuous growth and learning.
- Serve as the hiring manager for direct service staff, conducting interviews and facilitating comprehensive onboarding processes.
5. Reporting and Communication:
- Communicate relevant information, including incident reporting, to the Program Director and other relevant stakeholders.
- Ensure accurate data collection, prepare monthly reports, and fulfill other program administrative duties.
6. Collaboration and Representation:
- Educate, network, and represent the program to local agencies, coalitions, community stakeholders, and other organizations.
- Co-facilitate staff, member, and community meetings and trainings as needed.
Qualifications:
- A bachelor's degree in Social Work or a related field is preferred.
- 2 years of supervisor experience required.
- 4 years’ direct service experience with people experiencing homelessness and/or housing instability is preferred.
- Previous experience working in a shelter environment is required.
- Knowledge of social service resources for those experiencing or at-risk of homelessness.
- Ability to work collaboratively as part of a diverse workforce and in a fast-paced environment.
- Familiarity with trauma-informed care, harm reduction, and housing first models is beneficial.
- Excellent communication and organizational skills.
- Proficiency in Microsoft Office (Word, Excel, PowerPoint, and Outlook), and familiarity with Google Drive.
- Must have reliable transportation, a valid California driver's license, and proof of current insurance.
